What determines it then?
A tie. In SF3, you can get a double knockout or a draw if both players have the same amount of health (after a time out). You see, in SF3, instead of giving you an extra round for a draw or a double KO, the game gives you a "D" (instead of a "V" for winning a round or an "S" for winning with a super art). You only get 3 rounds max (the standard number). So there really are only 4 outcomes in an SF3 match (that has 3 round max limit):
1. You or your opponent win a match by winning two rounds (either through KOs or more health at the end of the round). 2. You and your opponent get two draws in a row. This leads to the appearance of the judges. 3. You and your opponent each win one match, and then get a draw in the last match. This leads to the appearance of the judges. 4. You or your opponent win the first round, and in the second round, you recieve a draw. The player that won the first round, wins match. No judges.
An aside, I LOVE THE JUDGES. Its so much fun seeing them come out because (a) its really tough for them to come out when your playing a real and serious match, so its a special occasion and (b) its such a crazy moment when you wait for the judges to reveal their decisions. Its funny as hell when everyone thinks the other guy shoulda won the match but the judges chose you!
