I don't know, it seems a little early in the life of T5 to have the tiers set in stone. From the little I've fooled around with them both Roger Jr. and Jack-5 feel like solid characters so I can't say I'm too surprised to find out that people have found ways to win with them. That, or maybe T5 pretty well balanced and the tiers aren't quite as pronounced as they could be?

That's partly because Roger Jr. ISN'T low tier at all.

The only really low tier characters that people who actually play tekken well have agreed on are like Lei and Kuma. Jack-5 isn't in that group, and Roger Jr. certainly isn't.

For what it's worth, most japanese think Kuma, Lei and either Asuka or Anna as weak characters.
Steeve, Nina, Heihachi, Brad and Feng are strong, but beside Heihachi, no one is really above the rest the way Hwoarang was in Tekken 4.
Some concur to say that beside the extremes (Heihachi and the few others, Kuma and a few others), the game is pretty balanced and everyone has a chance to win.

And Roger Jr definitely got me to play a Tekken for the first time in my life.

Actually, the guy said "and it's not like that awful mess that was Tekken 4 [balance wise]. And I remembered you guys talking about a character that had tons of easy infinites and 100%, and I thought... Or was it Steeve ?

That certainly seems the case for me, but then, I never fought either Kuma OR Heihachi (and thus don't have any idea how bad Heihachi is in this game-- nobody at my arcade uses him).
