This has been bothering me for a while. Does anyone know how Youko (the girl with the long black hair) works? I usually try not to reach to her, but I feel that she's supposed to be a gamble character or something like that.

there's a faq somewhere, but in the interest of time - she blocks female characters unless she hits her 'rival', which will come up on screen. Then it's a super big-style hit. she doesn't block for guys.
