I know the fact that this is being worked on is old news, but apparently the guy finally got some real translation help. He posted a patch for the rom which translates Chapter 1. I can't vouch for translational accuracy but it seems like most of the stuff matches up as far as I can tell.

I will say that if you are a big fan of the originals to move on by. He decided use the Capcom US names and even went as far as to rename other characters so they would be more consistent with that philosophy. While I don't really agree with that, it's a small price to pay to be able to play the game in a language I fluently understand.

It's really cool either way and his writing is well done. If you didn't know better you could almost imagine it being official.

It is also noteworthy that Broco intends to include a savefile for the next chapter releases, so people who played a translated chapter don't have to complete it once again with a newer version. Announced in this discussion.
