JoJo's Bizarre Adventure's Rudolph von Stroheim has a lot in common with Vega (M. Bison in the Western World) of Street Fighter II. I saw a scan of a JoJo manga where Stroheim poses like Vega in SFII when winning: http://fightingstreet.com/folders/variousinfofolder/ripofffolder/vegapose.jpg If you've got it please send it to me. Thanks!
Heidern from King of Fighters is definitely based off of him, although now that I think of it, Rolento is alot closer to him than M Bison is.

Actually, Stroheim is the inspiration behind World Heroes' Brocken. Some say the real character which drove Capcom to create Bison/Vega was Washizaki, a general from the manga "Riki-Oh"

..Don't forget the character Brocken Jr from Kinnikuman. Heidern's chops are very similar to the way Brocken Jr fought.
I'm sure Capcom and SNK/ADK took a lot of influence from various sources when creating their characters. It's not a good way to approach this subject if you just try to find a single perfect match for a fighting game character.

Tetsuwa Hara and Buronson's works have most definately inspired a lot of fighting game archetypes. They have Katou on there too.. probably because he also looked very similar and even had "psycho power", ha ha.
