Maybe someone here can shed some light. who owns the IP rights to Sonic Wings/Aero Fighters and the other various Video System- developed titles now?

You mean Hamster Corp? The company was founded in November 1999. Ex-staff of Toshiba EMI's game division.

Wow, I had forgotten about that question. This conversation is going very slowly!
Interesting that you pop it back up though, because Ninja JaJamaru Kun has suddenly appeared for 3DS and it will be published by Hamster in June. Judging by the trailer and my memory, pretty much the same game was shown running on Nintendo DS at Tokyo Game Show a long time ago (2009? 2010?), the year before Jaleco staff went on a strike and a held a (small, unnoticed) sit-in at Makuhari Messe.
So, it could be that Hamster has also absorbed some or all video game rights of Jaleco.
