(Madman's voice: The edit mode in Playstation's
KOF99 is originally meant for players to change colors of
characters in the game and enjoy playing with their own colors.
That is, players can't make characters of their own from scratch.
Though
only a personal speculation, Since
the contest specifically says "give the character a name",
it would be logical to assume that the edit mode contains
a library of sprites of unnamed, new characters which are
specifially meant for the contest and can't be used in the
game.)
